Transfer Student and Credit Appeals Portal
The University of North Carolina is committed to implementing a student appeal process for transfer students that is fair, timely, and effective. This portal establishes a process by which students can initiate appeals regarding statewide transfer agreements and transfer credit articulation. This process is designed for those who have exhausted all other options to address concerns at the institutional level. The University of North Carolina System Office, serving as the clearinghouse for appeals concerning post-secondary institutions that are authorized to operate in North Carolina, will act upon those appeals within its purview and forward all other appeals to the appropriate committees/agencies.
An account and log in are required to access the Transfer Student and Credit Appeals Portal and to submit an appeal. Users with UNC System credentials (username/password issued by a university) will log in using the UNC System User(s) button. Users who do not currently have university credentials will use the External User Accounts button to create an account and then submit an appeal.
Appeal Information:
The University of North Carolina Board of Governors established the University of North Carolina System Office as the body responsible for the oversight of the University of North Carolina, its constituent institutions and other post-secondary institutions licensed to operate in North Carolina.
Student concerns are routinely resolved at the institutional level. If concerns are not resolved institutionally, this open student appeals process is designed to ensure the appropriate committees and personnel review and appropriately act on appeals concerning transfer agreements and transfer credit awarding. Students from all constituent institutions may utilize the appeal form provided by the UNC System Office if concerns are not resolved institutionally.
Student appeals received will be shared with the designated Transfer Advisory Committee or System Office personnel for review and action.
Transfer Student Appeal Process:
Step 1. Have you addressed the concern at your institution? If yes, proceed to the next step. If no, please refer to your institution’s student complaint process. (For transfer agreement and credit complaints, students are encouraged to speak with university admissions, university Registrar’s office, and/or advising.) You must exhaust all opportunities for resolution with the appropriate persons at your institution before filing an appeal through this portal.
Step 2. You can submit your appeal electronically by using the student appeal form or you can mail all relevant information and supporting documentation regarding your complaint to the North Carolina Office of Post-Secondary Education Complaints, C/o Student Complaints, 223 S. West Street, Raleigh, NC 27603. If you have questions about this process, please email transferappeal@northcarolina.edu.
Step 3. Once the appeal form is received by the UNC System Office, appeal will be forwarded to the appropriate personnel or transfer advisory committee for investigation as follows:
- Appeals regarding the Comprehensive Articulation Agreement (CAA) or an individual Uniform Articulation Agreement (UAA) will be forwarded to the aligning Transfer Advisory Committee (TAC).
- Appeals regarding a UNC Institution to UNC Institution transfer will be reviewed by the UNC System Office.
- Appeals regarding a Private Institution to UNC transfer will be reviewed by the UNC System Office.
- Appeals regarding an Out-of-State Institution to UNC transfer will be reviewed by the UNC System Office.
- Appeals regarding Military Transfer Credit will be reviewed by the UNC System Office.
- All other appeals will be initially reviewed and delegated to appropriate personnel.
