Who should submit an appeal?

Students: The Transfer Student and Credit Appeals Portal has been created as a way for students to express concerns about issues with transfer credit, articulation agreements, or overall transfer experiences should they arise during the transfer process. If a student is not able to resolve transfer concerns at the institutional level, they can submit an appeal through this portal so that appropriate parties can review concerns and offer support to remediate issues.

NC Community College Support Staff: If it is believed that a university is not in compliance with the CAA or an established UAA, an appeal can be submitted through this portal to allow appropriate parties will review the concerns and off support to remediate issues.

When should an appeal be submitted?

All appellants should first attempt to resolve concerns at the institutional level by completing the receiving university’s transfer appeal process, contacting appropriate campus personnel, etc. If, upon completing the outlined appeals process for a university or articulation agreement, the desired outcome or resolution does not come about, the Transfer Student and Credit Appeals Portal should be used to escalate the concern.

Students submitting an appeal via the Transfer Student and Credit Appeals Portal should do so before the end of their first semester at the UNC institution in which they enroll but are encouraged to begin the process as soon as the university’s appeals process is complete without yielding the desired outcome.

Other appellants should use the portal as quickly as possible as soon as a concern is not resolved through an institution’s appeals process.

What email address should be used to submit an appeal?

Students enrolled at a UNC institution at the time of submitting an appeal via the Transfer Student and Credit Appeals Portal should use their UNC institution credentials/email to submit an appeal by clicking the blue "File an Appeal (UNC System User)" button found on the Transfer Student and Credit Appeals Portal website.

Students or other appellants who are submitting an appeal via the Transfer Student and Credit Appeals Portal prior to transferring/while enrolled elsewhere or those that simply do not have an affiliation with a UNC institution should use their most regularly checked email to set up an account and then submit an appeal by clicking the orange "File an Appeal (External User Accounts)" button found on the Transfer Student and Credit Appeals Portal website. Note: if using a college/university email, be sure it is one you will continue to have access to throughout the appeals process.

If I have not yet transferred to a UNC System institution, can I still submit an appeal?

Yes, an appeal can be submitted prior to transferring if the appellant finds that the terms of the Comprehensive Articulation Agreement or any of the Uniformed Articulation Agreements are not being honored by a UNC institution and an attempt to resolve the concern with the institution directly has been made.
